New York State Agencies Release Annual Greening New York State Report
State Agencies Make Significant Progress in Energy Efficiency, Clean Transportation, Waste Reduction, Biodiversity, Green Procurement, and Toxic Chemical Reduction
State Vehicle Fleet Reaches 10% Milestone for Zero Emission Vehicles
New York State agencies today announced the release of the 14th annual Greening New York State report documenting New York State’s strong leadership on sustainability. The report highlights significant progress toward New York’s goals for reducing greenhouse gas emissions, conserving natural resources, protecting biodiversity, reducing toxic chemicals, and advancing sustainable purchasing and operations for all 77 entities, subject to Executive Order 22, "Leading by Example: Directing State Agencies to Adopt a Sustainability and Decarbonization Program.”
New York State Department of Environmental Conservation Commissioner Amanda Lefton said, “New York State is leading by example, with Governor Kathy Hochul making sustainability a fundamental part of how State government operates and accelerating our transition to a more sustainable future. State agencies are demonstrating that government can reduce its environmental impact, while building a cleaner, healthier, and more resilient New York.”
New York State Energy Research and Development Authority President and CEO Doreen M. Harris said, “Under Governor Hochul’s leadership, New York State is steadily increasing the number of sustainable products purchased, adopting measures that save energy, and reducing waste through recycling and repurposing items. By putting these practices into action across State government, New York agencies and authorities are modeling practical steps that other organizations can adopt and scale to advance their own sustainability goals.”
New York State Office of General Services Commissioner Jeanette Moy said, “As a co-lead of the GreenNY Council, the Office of General Services is working alongside our partners to decrease emissions from state operations, from electrifying the state’s fleet and decarbonizing our buildings to prioritizing sustainable purchasing. Driven by Governor Hochul's leadership, the milestones in this year's report show that New York continues to lead by example to build a resilient, greener future."
New York Power Authority President and CEO Justin E. Driscoll said, “Across New York State government, agencies are working together to embed sustainability into everyday business decisions. The progress outlined in this year’s Greening New York State report—from rapid growth in electric vehicle adoption to substantial energy reductions to enhanced conservation efforts—shows how statewide collaboration drives meaningful climate action and delivers lasting environmental, health and economic benefits for New Yorkers.”
New York State Division of Budget Director Blake G. Washington said, “Under Governor Hochul’s leadership, New York State continues to set the bar nationally in combating climate change, while balancing the bottom line. Through these targeted actions, we are not only reducing State agencies’ carbon footprint but protecting New York taxpayer dollars as well through smart and sustainable investments. The progress reported under Executive Order 22 reflects coordinated action across State agencies and authorities and builds on New York’s broader efforts to address climate change, protect natural resources, and advance a circular and sustainable economy.”
The sustainability highlights in fiscal year 2024–2025 include:
- Approximately 10% of the State’s light-duty fleet are now zero-emission vehicles (ZEV), through the purchase of 483 additional ZEVs by State agencies in 2024–2025;
- 9.8 trillion BTUs of energy savings at State facilities by implementing energy efficiency projects, including LED light conversions, HVAC upgrades, geothermal systems, energy-efficient building management systems, and participation in BuildSmart 2025. As of Dec. 31, 2025, state agencies and authorities reported energy saving projects that met the 11 trillion BTUs BuildSmart energy savings target;
- Achieving a 94% overall recycling rate for construction and demolition waste;
- Completing embodied carbon reporting for the first time, resulting in 52 Environmental Product Declarations submitted, and concrete mixes reported having a 27% to 52% reduction in global warming potential beneath state guidelines; and
- $188 million invested in the economy through the purchase of Green-NY compliant products and services.
Building on New York’s Sustainability Leadership
The FY 2024–25 sustainability progress report demonstrates the breadth of New York State’s ongoing commitment to leading by example. Through Executive Order 22, State agencies and authorities are integrating sustainability into their daily operations, capital projects, purchasing decisions, and long-term planning.
New York will continue building on this progress to reduce the environmental footprint of State government operations and demonstrate practical, scalable solutions that can help advance a cleaner, more sustainable and resilient future for all New Yorkers.
